STRUCTURE OF TTUTA

Excerpts from TTUTA’s Constitution – Rule 8.1

i) The organization of the Association shall be as follows:

a) 1.      Districts and Zones
2.      District Staff Representatives’ Associations
3.      District Executives
4.      Central Executive
5.      General Council
6.      Conference of Delegates

b)      Retirees Section

ii)          a)      For the purpose of organization, the country shall be divided into Districts:

1. Port-of-Spain and Environs
2. St.George East
3. Caroni
4. Victoria
5. St. Patrick
6. South Eastern
7. North Eastern
8. Tobago

TTUTA is a bottoms down organization. This means that the true authority of the organisation lies in the broad-based mass of membership. As one moves down the authority structure, the bodies get smaller and smaller. At the top of the authority structure is the broad mass of members. Then comes the Conference of Delegates made up of Delegates from the eight (8) Districts. The body consists of one hundred and fifty-four (154) members. Below the Conference is the General Council consisting of fifty-three (53) members. The General Council is a sub-set of the Conference of Delegates, which is a superior body and can overturn decisions taken by the General Council. See Rule 8.9 (i) (a) and 8.11 (i) (a) of TTUTA’s Constitution.

The Central Executive consists of nineteen (19) members. Its authority is below that of the General Council. Within the Central Executive is a body of six (6) called the Elected Officers. The Elected National Officers are the President, First Vice President, Second Vice President, Third Vice President., Secretary and Treasurer. The Officers are subject to the direction of the Central Executive and the policies developed by the General Council and Conference of Delegates.







ROLE OF THE STAFF REPRESENTATIVE

Excerpt from TTUTA’s Constitution - Rule 8.2 (xii)

Thc Staff Representative shall: a) keep the staff informed of all Association business.

b) attend to such grievances as occur among the staff and between staff and the administration in accordance with the official grievance procedure.

c) represent his school at all meetings of the DSRA and at National Staff Representatives' Conventions (Rule 12).

d) be spokesman for the staff in the school as elsewhere, in all matters related to the business of the Association.

e) promote the professional and industrial well-being of the members of the school’s teaching staff.

f) promote participation by the staff in all Association activities.

g) canvass staff opinion as may be required by the Association from time to time.

h) recruit new members of staff into the ranks of the Association.

h) attend to other matters as may arise.

RETIREES’ SECTION

Excerpts from TTUTA’s Constitution - Rule 8.13

i) The main objective of the Retirees’ Section shall be to organize activities and pursue initiatives that will improve the lot of its members and the Association.

ii) The Retirees’ Section shall operate within the framework of the Association and its activities shall be consistent with the general policies of the Association. It shall work in close collaboration with the Elected National Officers.

iii) The Retirees’ Section may work closely with other kindred organisations to advance the cause of its members.

ELECTIONS COMMISSION

Excerpts from TTUTA’s Constitution - Rule 15.1 & 15.2

i) There shall be established an Elections Commission whose main function is to organize and supervise the National Elections of the Association according to the provisions of Rule 16 and Appendix II to these Rules

ii) The Elections Commission shall also be responsible for conducting all elections in the Districts for District Officials and for delegates to the Central Executive, General Council and Conference of Delegates except those appointed by the District Executive in accordance with Rule 8.6 (iv) a).

iii) The Commission shall consist of two (2) representatives from each District. These representatives may be Ordinary, Retiree or Honorary members who by reason of experience or expertise are adjudged by the District Executive to be suitable for this task.

    FINANCIAL CONTROLS

  •      The budget for each financial year is set by the Annual Conference of Delegates in October. The Conference comprises some 155 delegates representing the eight (8) Districts of TTUTA.

  •      Limits of authority are set by the Conference of Delegates for any other expenditure. There are limits set for the National Officers, Central Executive and General Council, which cannot be constitutionally exceeded.

  •      The assets of the Association are under the care of the three (3) Trustees who are elected by the General Council and ratified by the Conference of Delegates.

  •      One of the Trustees chairs the Finance Committee which reports to the General Council and Central Executive on financial matters.

  •      The Central Executive (19 members, with 13 District representatives), which meets monthly, considers and approves monthly financial reports tabled by the Treasurer.

  •      The General Council (some 55 members with representatives from each District) considers and approves financial reports at every statutory meeting. These are held once per term.

  •      Two different auditors audit the accounts of TTUTA for each financial year; an auditor appointed by the Conference of Delegates and an external auditor appointed by the Registrar of Trade Unions.

  •      The report of the external auditor is considered by the Annual Conference of Delegates.

  •      The audited financial statements for each financial year are published annually in the TUTOR after the Annual Conference of Delegates. The TUTOR is distributed to all members.
